Who decides what names hurricanes get?

I just read a story in Esquire about coffee, and apparently the Jamaican coffee industry was wiped out by Hurricane Gilbert.

A few years back, a couple people in Florida were killed in Hurricane Herbie.

I can't feel bad for people killed in something called Herbie. Or Gilbert.

This old man feels bad, but if you were killed by Hurricane Skippy, would you expect us to mourn?

So why not name Hurricanes with more bad-ass names?

Frank what you just said there sounded just like a Sienfeld bit! Its a good question though, im sure if you check out the weather channel some time they'll talk about it

The National Weather Service compiles the list every year, and each hurricane is listed in alphabetical order.
I can only imagine geeks in labcoats having a great time doing this. Or maybe they call Al Roker for help.

What if the hurricane goes into Mexico? Will they have to change the name to spanish?
Example:
USA:Hurricane Robert
Mexico: Hurricane Roberto
