I am pretty dure I do not have Obsesive compulsive disorder, but I definately have several obsesive tendancies.
Are there any general techniques that can be applied to help reduce obsessive tendancies???

You can get a little OCD or a lot. In fact, there are more than a few in this class who probably have a "sub clinical" dose of this disorder. Many of us have healthy OC defenses. In our current culture, these individuals are rewarded (i.e. on time, organized, save etc.) OCD should not be confused with its personality disorder form, OCPD. This is an ego syntonic form of the condition. Both are tough disorders to treat.
Treatment:
Support/Education
Exposure Prevention (behavioral intervention)
Medication
1. SSRI's
2. Klonopin
3. Neuroleptics

I count stairs and whenever I see a sign on the road, a billboard or a truck or something, I spell and say it backwards in my head over and over. I've been told these are OCD like symptoms but I don't feel they rule my life. Is it a situation where it can become more chronic over time?

When i was in the hospital they had special groups that youd be in if you had even the slightest hint of an OCD and theyd help you deal with them and stuff, basically by making sure there was no way in hell you could do them. Mine was brushing my teeth, i cant brush for like 3-4 minutes, i always spent about 15 minutes brushing my teeth and theyd always end up bleeding so they thought that was an OCD(i just clean teeth!) but they helped me work on it without meds

Face the fear and do not give in the compulsion to nullify the obsession. The obsession is the anxiety and the compulsion is the act that you must complete in order to assuage the obsession.
The key is, DON'T GIVE IN! This is a behavioral modification method that works. It is also considered a type of bio-feedback. You are "learning" to control your biology through mind over matter techniques.
Believe me, it works.

There's a HUGE difference between OCD and having some obsessive traits.
Most people are obsessive about some things. Even the word "fan" is short for fanatic. The overwhelming majority of them are nowhere near enough in severity or duration or intensity to be considered OCD.
The DSM-IV reports that 2.5 % of the population may have OCD, except they also note that methodological errors in the research design suggests that the actual figure is much lower.

No need for concern. This just means that current thought places the percentage of the population with OCD at below 2.5%.
This was probably do to a peer review of the study that suggested 2.5% of the population has OCD.
The lower % is supposition not a fact at this point, b/c (at least to my knowledge) no new empirical studies have been conducted on this issue.

There are 3 approaches for clinical ocd.
1. Medication. Doesn't work that well.
2. Psychotherapy (Particularly behavior modification)
3. Combination of medication and psychotherapy. (Most effective but still not all that terrific. OCD is lifelong. The goal is to try to live with it as best as possible).
