When I think of the last iteration of Horsemen that was worth a damn, yes, I do think of Malenko.

Besides, the topic of the thread is "Worst Horseman Ever", and Malenko is far from that.

It's a choice between Roma or Mongo. Why they ever decided to stick Roma in the group is something I'll likely never fathom, but overall I'd have to say the choice is Mongo. He wasn't horrible as a brawler, but he was not a good worker and just didn't deserve to be in the group at all.

The worst? I have no idea. To me there was only one incarnation of The Four Horsemen. Ric, Arn, Ole, Tully. After that they were all the worst.
