Not when you get cold , but when you get that sensational feeling come over you that makes you freeze and get goosebumps what makes that happen?

"Chills" and "Goosebumps" are different. Chills refers to shivers when you feel cold, but it can also be triggered by fever, sickness and other factors. When you shiver, your muscles contract and relax quickly, causing uncontrollable quivering all over your body. The hypothalamus stimulates muscle contractions (the shivering reflex) in order to warm up your body. After enough heat has been produced, the shivering stops.

Goosebumps are caused by something called the pilomotor reflex. Although it can be caused by cold it is often linked to emotional or tactile stimuli (such as running your nails down the back of your lovers neck). The reflex triggers an involuntary muscle contraction that raises the hairs of your skin, producing goosebumps. This keep air near the skin, thereby retaining heat for the body.
