Gross incompetence. An old INS buddy of mine sent me this. It shows the order of deportation for Malvo when he was discovered as a stowaway by Boarder Patrol. Why is he still here comitting and/or assisting in murder?

where it says Central index system positive" that means that person has had an "incounter" with INS before.

A big problem with inefficient and incompetent bureaucracies is that they attract many workers who are not of the highest caliber. The competent, motivated and goal oriented usually leave for better paying and/or less frustrating jobs.

Another problem is that it's difficult to fire civil servants. Many times they are promoted or tranferred to other offices/organizations to become "someone else's problem." I used to work for someone like that.
