I wouldn't call Eddy G "underrated" since I think that's a bit misleading. A lot of fans recognize his deity. I think really that guys like him are more "underappreciated" by the WWE than underrated.

That said, my pick for RAW is Stevie Richards (yes, Stevie. He's pretty good on the mike, has a believable gimmick - him as a perverted creep - and is a pretty decent worker). For Smackdown, I'd say Matt Hardy, who could become a HUGE heel if they only let him.
