Horde King, waddya think? Not that I have sattelite radio already, but I'll be almost tempted to buy it if I heard that they would broadcast on it! Just think of it: Crystal clear, few commercials, is the FCC part of sattelite radio, too?
I think it would work.

this happens every so often there is a rumor that O&A are going to satellite radio, I know your post is about Ron & Fez, but speaking about both i doubt they would go on satellite b/c there is not enough listeners

I imagine FCC regulatons would apply to things like X-Band. The shows are broadcast locally but that are distributed via sattelite accross the country.
X-Band does not have a great many stations (or subscribers). I imagine they'd need a lot more of the former to get the latter.
It would be wonderful if RnF would be broadcast via X-Band, but I wouldn't shell out the money for the system and monthly fees until i got confirmation.

XM satellite radio has 100 channels. That's not enough?
I believe Sirius (XM's competitor) also has 100, but XM is way ahead of them in the market. Sirius was delayed, and XM was picked up by General Motors. Most new GM cars have XM available in them!
About the FCC question, I suppose you're asking about censorship. Most of XM's programming is completely uncut/uncensored. It depends on the station... some are tame and have radio-edited versions, others are completely uncut. Most of the talk stations are the latter. R&F (or O&A) would probably not fit into any of the current stations, unless they flipped formats (which is possible, it's been done in the past on XM).
The FCC really only has power over the FREE air. Radio, network TV, that sort of thing. Technically, cable, being a pay service, can do whatever they want - which is what gets you The Sopranos on HBO. Or, for a non-premium-channel example, there was the episode of South Park where they said "shit" 162 times. Censorship on cable is more courtesy (or decency) than an FCC mandate.

Wouldn't they fit into The Extreme Talk station on 152? They could follow their friends and former collegues The Monsters of the Midday.

I am of the opinion that GOOD radio does not fit with BAD radio. :)

The FCC would have jurisdiction over a Ron and Fez show broadcast via sattelite if it originates in the public airwaves, i.e. from a radio station.
