I would replace Kevin Dunn with Paul Heyman for both Raw and Smackdown, bring back the IC and hardcore straps (IC on raw, hardcore on smackdown) and get more former superstars to do one-show appearances when they are local to add surprise (I marked out when Brother Love showed up, I want to see more of that)

First, give Heyman a loan to jump start ECW again, but own it myself Then Ship wrestlers from WWE to ECW (Taz,Raven, Little Guido and his "mob",Dreamer etc.) the ones that were good in Ecw and blow in WWE. Sign Sandman, Shane Douglas and most of Their old wrestlers back. Combine wrestlers from both shows. And then make Sabu Champ instead of Triple H
