Anyone who owns a copy of Back to the Future should try to help me out on this one. Just after the scene where Huey Lewis tells Marty he's too darn loud, there is a car with a PA system that says "re-elect Mayor Goldie Wilson, progress is his middle name..." Is that Phil Hartman's voice. There is no mention of it in the credits, but I think it really sounds like him.

If it isn't Phil Hartman, it is someone else who just happened to be working voice-over roles in motion pictures in exactly the same period as Phil Hartman and they both sound remarkably alike.
