The Washington Post first reported Sunday that Bush administration sources reported that a Russian company is helping the Iraqi military deploy global-positioning system jammers to Baghdad. Two other companies have sold anti-tank missiles and thousands of night-vision goggles in violation of U.N. sanctions.

The United States protested the aid to the Russian government on Saturday for not doing more to stop the transactions, the Post reported.

Fox News confirmed that Russians were in fact selling the equipment to Baghdad and that Russian technicians were in the Iraqi capital this week, instructing Iraqis on how to use the devices. Russians were in Baghdad as of Friday but it's not known whether they have left.

"We are very concerned about reports that Russian firms are selling militarily sensitive equipment to Iraq," State Department spokeswoman Brenda Greenberg told Fox News. "Such equipment in the hands of the Iraqi military may pose a direct threat to U.S. and coalition armed forces."

During more than a year of talks, the Russian officials initially denied the existence of the company that sold the electronic jammers, U.S. officials said. Later, the Russians said they were closely monitoring the company.

"The stuff's there, it's on the ground and they're trying to use it against us," a U.S. official told the Post. Of the Russians, the official said: "This is a disregard for human life. It sickens my stomach."

U.S. officials say they provided Russian authorities with names, addresses and phone numbers -- and in some cases, shipping dates and ports of exit -- of people involved in the sales so that Moscow could deal with it.

"We regard this as a very serious matter and thus have raised it with the Russian government at very high levels over the past two weeks," Greenberg told Fox News. "The response so far has not been satisfactory. We hope the responsible Russian agencies will take our concerns seriously."

With regard to night-vision goggles, U.S. intelligence agencies have seen some of the contracts -- required by international law -- in which the Russian government had to certify the end user of the equipment. In almost all cases, that end user was Yemen or Syria -- although Yemen has declared itself an allied partner in the war on terror. U.S. officials believe that the Yemeni or Syrian governments made sure the equipment got safely to Baghdad.

Saddam Hussein's regime has upped its stockpile of anti-tank guided missiles produced by a company called KBP Tula, the Post reported. The United States hit this company with sanctions last year for selling anti-tank weapons to Syria, officials said.

But Iraq bought a "militarily significant quantity" of Kornet missiles from that company in the past two months, reports the Post, and Putin's government was notified.

The White House voiced the greatest opposition to the jamming devices, which officials said sell for thousands of dollars each and were sold by the Moscow-based manufacturer, Aviaconversiya, the Post reported. Protests were first lodged in June 2002.

These devices were initially imported to counter U.S. and British jets patrolling the "no-fly" zones of northern and southern Iraq, U.S. officials told the Post, and were deployed last week when coalition forces began to attack Baghdad.

Russian officials have even been summoned to Washington to discuss these issues. U.S. officials were angered when they found out last week that the Russian firms were showing Iraqis how to use and fix the equipment.

The Russians "sure as hell should have been able to stop these guys," an official told the Post.

The U.S. government suspects that the Russians were hiding some of the jamming equipment in humanitarian aid flights to Baghdad, Fox News has learned. The boxes are about 3 ft. x 3 ft.

WASHINGTON (Reuters) - The United States said on Sunday it had protested to Moscow about reports that Russian firms have sold Iraq antitank missiles, night vision goggles and jamming gear.
A State Department spokeswoman said Moscow's response had not been satisfactory.

U.S. and British forces are fighting Iraq in an effort to topple Iraqi President Saddam Hussein and to find and destroy Iraq's suspected weapons of mass destruction. Iraq has denied it has such weapons.

The Washington Post reported on Sunday that the United States recently delivered a protest to the Russian government for refusing to stop Russian arms dealers from providing illegal weapons and assistance to the Iraqi military.

The newspaper cited Bush administration sources as saying one Russian company was helping the Iraqi military to deploy electronic jamming equipment against U.S. planes and bombs and two others have sold antitank missiles and thousands of night-vision goggles in violation of U.N. sanctions.

The sources told the newspaper Moscow had ignored U.S. concerns about the potential threat to U.S. forces.

"We regard this as a very serious matter," State Department spokeswoman Brenda Greenberg said. "We thus have raised this issue with the Russian government a number of times, including at senior levels and particularly over the past two weeks. The response so far has not been satisfactory.

To tell you the truth there is still a lot of bad blood between Russia and the US. I'm sure they are still piss about us crumbling their Empire. I know once this is all over you'll see all types of illegal arms and chemical deals from hmmm... Russia, France and are ole friend Germany.

Like Moe said, this, along with the French weapons sales, is pretty much old news, and wasn't really "hidden." It's pretty fucked-up and low on France and Russia's part...but is anyone really all that shocked? LOOK AT THESE BOOZEHOUNDS.

I know this is old news.....but it's old news made new news.

Besides, I wanted to post this specifically because of the line where the jammers were smuggled in along with the U.N.'s humanitarian aid. I'm torn between wondering if the U.N is just entirely corrupt or utterly inept.

Yeah, but we ceased those kind of exchanges almost 15 years ago. France and Russia kept it up AFTER the sanctions were put into existence.

Let's not forget a few years ago when Sadaam was getting perturbed that the US was able to eavesdrop on all his calls, he comissioned a nice new fiber optic command and control system that made it more difficult for us to follow what he was up to. His contactors? Our new allies in the War on Terror - Pakistan and China.

Russia is pissed at us (well, Bush) for announcing the US was unilaterally dropping out of the ABM treaty in public before our gov't even consulted with them privately. When you think of the things they could be exporting for profit - nukes, biological & chemical weapons, ICBM technology and unemployed scientists who know how to build all of the above, the night vision goggles look like small potatoes.

UNILATERALLY? Of course it was unilaterally, the treaty was with the Soviet Union!
And, sorry to break the news to you, but the Soviet Union doesn't exist anymore! What the hell is the point of keeping a treaty with a country that doesn't exist anymore? It's useless, and hold no bearing!

What the hell is the point of keeping a treaty with a country that doesn't exist anymore? It's useless, and hold(s) no bearing!


The Soviet Union always was Russia and a whole bunch of other smaller political units who didn't want to be there. Since Russia got the nukes back at the break-up, they viewed themselves as the succesor-in-interest to the treaty.

I think the US is a great country, not just because I happen to have been born here, but because it is based on an idea and an ideal. That said, I also think that just because we've got the biggest metaphorical schlong on the planet it doesn't mean that everyone else will automatically fall in line to be our bitches. Sometimes it takes a little foreplay. Russia wouldn't be dicking us around over Iraq if we had gone to them behind the scenes before and offered them a deal.

The French are a different matter.

Russian Company Assisting Iraq Says US

The United States believes Russian technicians from the Moscow-based Aviaconversiya company are currently helping Iraq to jam satellite signals that guide bombs and military aircraft, according to a senior US official.

The offical went on to say that Washington had evidence that Russian personnel were in Iraq attempting to help set up and operate a system that interferes with US global positioning technology. Aviaconversiya denied the claim, but has admitted that Baghdad had been interested in acquiring the systems.

`The system is complex and there is evidence that they (Russian technicians) have been trying to bring this system on-line and help the Iraqis operate it,' the officialsaid.

The official stressed there was no indication that the Russian government was involved, but said Moscow had been `extremely unhelpful' in addressing US concerns.

Oleg Antonov, director of Aviaconversiya, said, `They are just making this up. Let them capture one of our personnel. They won't find any of our technicians in Iraq.The Americans are trying to find a scapegoat because their bombs are not falling as accurately as they want.'

The senior US official said however that US intelligence had been able to match an electronic signal emitted by the system in Iraq specifically to the system sold by the Russian firm.

The official confirmed a Washington Post report that said complaints about the sales of jamming devices by Aviaconversiya had begun in June 2002. The company was hit with US sanctions last year for selling similar weapons to Syria.
