What is up with the Frank "Grimey" Grimes episode of the Simpsons?

I used to watch the show every week until this episode orginally aired, and I've never watched it weekly since. Truly my shark jumping moment, as the show never seemed right, to me after it. Being an Internet novice when it premiered about 5 years ago or so, I ask Simpsons' nuts now, what the hell is the deal with it? It is supposed to be an episode-long parody of something, was it a rookie writer's episode, or is there some other logical explanation for this most bizarre episode. It was just on Fox 5, and I'll admit I found some more detached amusement with it now than I remember, but this episode was weirder to me than any Halloween episode ever was.

I love that episode...One of the funnier side stories in that episode is when bart buys the factory and makes Milhouse his night watchman...and they throw adding machines in toxic waste and play "wacky shaft"
