Will they really? I mean it seems as if Britain is owning up to their mistakes of the past. And it certainly gives the other side a lot more "hand".

well, now the IRA is less likely to accept disarmament until the UDA is disarmed.

The IRA isn't even the main problem anymore, it's all the splinter groups that pop up whenever a peace treaty or cease fire is even hinted at.

Exactly Mojo. The IRA is open to dialogue, but there are many splinter groups like the "Real IRA" who departed since the Good Friday agreement.
Would this qualify as state-sponsored terror?

Not only is there the "Real IRA"...there's also the "TRUE IRA"! Not to mention the Blue Army, the Orange Army...a couple times a year, the CIA's counterterrorism center essentially puts out a catalog of the world's terrorist organizations for quick reference, and each "issue", the amount of IRA-type groups is totally different from the last...
It's a pretty cool book, and I might be able to get some more...anyone want one?

This story really brought me down, it gave me that sinking feeling in my stomach.
Let's hope that the momentum for peace over there is strong enough to overcome this.
