When you're talking about baggage with a person, I think it means emotional things they bring into a relationship with them that need to be delt with like past abuse, rejection issues and other trauma. Or maybe life situations like dealing with kids or elderly parents, or a nasty crystal meth habit.
So they pile on their problems with whatever things may need to be delt with between you both.

agreed
anything they bring into the relationship that could have a negative effect or cause problems with a new partner is probably a good recipe for baggage. it usually stems from past relationships.....could be kids, financial problems, divorce, family problems, etc.....what moe said

When the term "Baggage" is used, it means something that they're bringing in to the relationship. If this baggage is something like trust issues, or family issues, it could damage the current relationship.
The problem is that the person isn't exactly starting with a fresh slate, and if they transfer them into the current relationship (as unwarranted as they may be), then it creates problems where they need not be.
Communication can help to identify issues that stem from current relationships and what's being brought in as baggage, and hopefully the person recognizes that he/she is hanging on to issues that he/she shouldn't.

You don't want to date someone with baggage. All it will do is cause you unnecessary drama in your life. A good example of someone with baggage is a chick that has a psycho stalker. He constantly causes problems for the chick and the new guy she's dating.....Who needs that? Starting fresh with someone that doesn't have any issues or old boyfriends hanging around is a more ideal situation.

yeah i always heard that "baggage" was emotional problems, and "damaged goods" was if they had kids. is this still the way it is?

DON'T date a person with baggage.
DO date a person with luggage. It makes traveling
easier.
