I can't believe that 56% of those polled had never heard of Howard Dean. How will any of these Dems besides Lieberman even stand a chance in 2004 if no one has ever heard of them? That's the dumbest oversimplification I've seen of this scenario ever. Clinton didn't reject it, our intelligence sectors did, because they knew the Sudanese government was full of horseshit and had no idea where he was. In fact, he had already hightailed it back to Saudi Arabia and was soon to move back to Afghanistan at the time. The CIA said "no dice" because the didn't want to play exchange with a terrorist governemnt for someone they probably didn't have.

Our intelligence community COMPLETELY dropped the ball post-'93 WTC bombing. And it would have been no different under any other president. The sudden collapse of the USSR and the Cold War just 2-3 years prior threw our intelligence community, which had essentially focused practically all of its signifcant resources towards the Soviets and their allies, into a complete and disastrous tailspin. Between 1991 and 2001, the CIA had less than TWO DOZEN full time agents who could fluently speak Arabic and successfully immerse themselves into local Muslim and Arabic cultures. Basically, if we had even bothered to attempt to infiltrate Arabic countries with deep cover agents, it wouldn't have worked because all of the two dozen or so mentioned above were obviously non-Arabic. The lack of intelligence resources after the '93 bombing has reasonably little to do with Clinton. While he may have been slow in pushing for a "kickstart", the FBI, CIA and NSA were all fully funded (And then some) and actually expanding during that time period. You simply have to realize how catastrophic it was when the USSR just basically up and went "poof!" The intelligence community was essentially now a chicken with it's head cut off, and it had several decades worth of catching up it would have to do, something that would have been impossible by 1993.

Yes, Presidents usually do well after a war, true. What I found interesting about the poll was the lack of awareness by the people polled. It's frightening that there are people out there who haven't heard of the President, let alone all the rest on the poll. It reinforces to me why it's good we live in a Republic and not a literal Democracy.
