everytime theres a heatwave we see on the news that the power companies warn about brownouts and blackouts. whats the difference?

I'm not sure, but I think a black out is when an entire grid's power is cut off and during a brown out the amount of power a grid receives is lower. Certain appliances like a t.v. you would'nt be able to tell, but others like an air conditioner you could notice it does'nt run as strong. Then again I might be totally off base.

Its bascialy what 2 big feet said a black outs there is no power brown out when there is vary little power and the lights flicker.... ( a brown out is more dangerious)...
