Just curious... If you're the one calling all the shots on what's healthy and what's not, do you have to be an actual surgical doctor? Afterall, you're called the "SURGEON" General...

*Note: Also, if you're walking down the street, and all of a sudden you collapse mysteriously, and the Surgeon General happens to be walking by smoking a cigarette, would it be his/her civil duty to help?
