lightning strikes from the ground up, so it generally starts at the top of the water if its over it. plus fish swim deep and alot have electrity naturally for sensing, like sharks, so they prob are just better suited for it

What makes you think that fish don't die when lightning strikes the water? The DO die - but the charge apparently dissipates relatively quickly so it only affects sealife that is in its immediate vicinity.
Definitely get away from teh beach if a thunderstorm is coming!
Also, lightning doesn't exactly strike from the ground up. It's a bit more complicated than that.

does salt have anything to do with it, like does it make it conduct less then fresh water?(totally not sarcastic incase anyone thought)

Lightning striking the early oceans set in motion the sequece of events that started the DNA molecule forming, and life soon followed.
Know why the oceans are salty? Where the hell else are them fish gonna piss?
