Hippie, you have the right idea. The thing is, the Army's Civil Affairs (mostly reserves) are working those missions while in uniform. There are hundreds if not thousands of civil engineers, teachers, electricians, police officers, and the such are on active duty and beginning the rebuilding process.

The problem:they build a pipeline, the terrorists blow it up; they build a water main, the terrorists blow it up.
