What's a good brand of metal polish? I'm mainly concerned with steel.

You might have to talk to Steels for this one.

My dad uses Parker and Bailey, so I guess that stuff is good.

Dont use what I said! Youll score it and it will lose its luster! Knives and swords shouldnt be polished with those chemicles I mentioned.

To get rust and oxidation off, try Flitz cleaner and polish. Afterward, you might try coating the blade with carnauba wax (Mothers of California) and buffing lightly with a microfiber cloth. Avoid fingerprints and hand oil on blades and dont store it in its sheath. With all blades, even stainless steel, it will oxidize over time. Most blades are stored with a thick coating of oil (Japanese swords use clove oil) to protect them from rusting. Real swords have higher carbon for strength. Display swords are more chromium and are really for show. The higher the carbon, the stronger the blade and the keener the edge can be, but the more likely it is to oxidize, so more maintinence is required.
