Is there a law in unions saying if you're a member of one International Union, you cant join another union? My freind who is in Local 638 has been layed off for several months now,so when I suggested to him to join another union if he could, he told me it was bassicly a union law that you cant go and join another

Hmmm,
beats me, but if I'm a teacher, and belong to the NEA, I don't see why I can't, if I want to become an expert at things electrical, become a member of the IBEW.

When he joined the union, he got a book with the contract and the union rules.
There are many reasons why he can't join another union. Local 638, if I'm right, is the steam fitter's union. They get paid not to work because when the construction season picks up, which is in the Winter for most HVAC contractors, they want to have all hands available.
The contracting trades unions in NYC are not easy to get into. I doubt if he even wanted to, he could just up and walk to the union door and say he wanted join a new one.
What he might want to look into are prevailing wage jobs with companies that hire non union labor. They get paid the same rate as their union counterparts, but do not give back the 14-15 dollars (per fucking hour) to the union for fringe benefits. The downside to that is that most non-union workers are not smart enough to take the fringe benefits and actually invest it into medical care and retirement plans.
Unions in general suck major hairy fucking ass.

I don't think you can be in two unions at the same time. But if you had a job in one union and leave that job to work somewhere else in another union I don't know of any law that says you can't do that.
Then again, many people also get away with being in two unions at once. The key is not to tell anyone or get caught. For instance, where I work there are people who work for the competition and my company at the same time. If you got caught you'd be in trouble, but if you don't say anything no one would really know.
