The photo is from when the Rumster was sent over by Ronald Reagan to finalize a deal to let Iraq get tons, literally tons of chemical and biological weapons from the US.
(By the way, one of those was anthrax of the Ames strain, the same strain used in the unsolved anthrax-mail attacks in the US.)
This was just after Reagan took Iraq off the list of nations supporting terrorism, in spite of overwhelming evidence to the contrary.

Taking him off the list was dishonest, to say the least, and it's an issue those pushing a phony hagiography of Reagan like to avoid.
Removing Hussein from power the way we did was a mistake, in my opinion.
Once the decision to remove him was taken, other options were available, namely assassination, coup d'etat and popular revolution.
His was a brittle, weak regime, relying more on bluff than anything else to stay in power.
And MABOMBLE, you are dead wrong on this being a war for oil.
You have failed to do the math.
As you are new to the board, I'll try to withhold my sarcasm.
If Iraq had no damage to it's oil infrastructure, and had everyone in that industry working daily, at best Iraq would export about 15 billion dollars of oil per year.
Let's not hear any more of this "war for oil" talk, ok?
