This is a new one, even for Internet Explorer.

All of a sudden, when I try to open the Internet Options on my browser, I get THIS message...

"This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator."

...and that's it. I can't get in.

What the hell is going on?

And why don't I even get porno pop-ups with it?

You running Norton Anti-Virus or Norton Internet Security? [ESP...] Yeah? well, there ya go. Norton is known for 'taking over' admin priviledges from people who indeed not assigned anyone anything. A weird default.

Are you using IE at work? If so, some company's put restrictions on playing with settings. This allows them to keep you from deleting temporary internet files (even though you can still do it through windows explorer).

If it's your home computer, than it sounds to me that something is corrupt. You should probably remove IE and reinstall it.

You know, I started getting all kind of strange things happening with my IE so I just said screw it and went with Netscape 7.1. To my delight actually, Netscape looks a whole heck of a lot better and loads a lot faster as well. I tried and tried and fried to reinstall IE but it would never fully complete installation. So therfore the Netscape thing.

On a side note, there seems to be a really good pop-up blocker in Netscape and the whole thing with opening new tabs as opposed to new browser windows is a really cool function and it doesn't even take up as much more memory when I do that. At least my Memory Meter doesn't change. The tabs work great when I am either hunting for a picture or especially when I am having multiple auctions ending withing a few seconds of one another on eBay. Works nice.

No, no Norton running. I do have a pop-up-blocker and Spybot running, but I've had those for more than a month and this problem just showed up last night, and as far as I know I haven't changed any settings.

I was leaning towards reinstalling...I won't lose my favorites, will I?

Get Mozilla, IE sucks.

You can import all your favorites from IE into Mozilla and you'll never go back. It's a superior browser.

I like Netscape because it has mail and AOL IM tool bundled in with the browser. Outlook is full of holes. I think NS is just Mozilla repackaged. I have had some forms processing Java type errors in NS 7 but nothing major.
