It makes sense although i think they should key in on 'Almanac Purchasers' or people who take out Almanacs from the Library Reference dept and use them to write notes or make copies.
I try to think of things to look out for that may make me aware someone is a terrorist but i find it hard to pinpoint anything. Of course if i see someone with C4 or dynamite strapped to their body it will raise some suspicion but other than something readily apparent what do you look for?

I've been people watching and playing 'Spy' at the airport ever since I grew over everyone else and could see all of you in a crowd. As Carlin said, as a kid, you play Spy at the airport: 'there's a Spy at the Airport!... your job? ... find him!!!'
So Yes actually, I people watch, not looking for anything in particular, but just watching. One thing I notice is how uncomfortable many people are in their bodies.
I might notice if someone was wearing a dozen sticks of dynamite and a real big clock; but then again that could just be some rap artist.

What I do is I make prolonged eye-contact with other drivers on the freeway. A terrorist will become nervous and try to drive away from me, knowing that I've found them out. When I detect a terrorist on the freeway I will chase them and run them off the road, preferably off an overpass or into a post or a tree causing a firey accident, then immediately go back to my terrorist-detection staring. I find that they usually drive in convoys and I can detect and kill many terrorists in a row with my methods.

i also really feel that a 'cop on the beat' would be something affective. cops that have become familiar with a neighborhood, the good and bad people in it, and any unusual changes that go on within the neighborhood.

I think I saw one at George Washington/Ronald Reagan/National Airport last week.
I was picking up a friend at the Northwest terminal. We were walking down the hallway - the one that looks like they shot the walls with a shit-slinging machine and then painted it Antique White.
Anyway, there's this "Pffft" sound near me and just ahead a guy goes down like he'd been shot!
And he was!
I looked again and saw a dark haired guy with a briefcase- and it was no ordinary briefcase.
Oh no.
This one had a gun barrel sticking out of the front of it, with a faint whisp of smoke coming from it.
The dark haired guy moved a finger on the handle of the briefcase and poof! the gun barrel (or what looked like a gun barrel) promptly disappeared.
We had to get on home, so I didn't say anything to anybody...

i was thinking 'why shouldn't the public be taught to look for the same things'

well, i can't speak for cops because i'm not one, but what i look for as you said is things out of the ordinary. not just shifty dark haired terrorist types as high fly would say, but things that just don't fit.
for example, today I got a report that someone had used another man's credit card to book a one way flight out of LGA. now this is odd. why would he want 1, a one way ticket, and 2, hide his identity. turned out to be ok, but that caused a buzz here for a while today.
discrepancies, that's what I focus on.
