I never understood it.

I think they are trying to conjure an image from the old tv show, Daniel Boone, where they shoved something called a "cap" down the old flintlock.

So I think "shoving a cap up someones ass" means they are going to load the person's weapons for them.
Or maybe it means they're going to load them incorrectly.



One way or the other, since I mentioned Daniel Boone, let's not let the subject drop without remembering the nickname he gave to his rifle, (tee hee!): "Tick licker".
