Wouldn't it make sense to spend that $1.5 billion on helping low-income families, say, become not low-income?

Actually, there are about 1.5 billion better ways to spend that money.
The plan would provide at least $1.5 billion for training to help couples develop interpersonal skills that sustain "healthy marriages," the paper said.
Develop interpersonal skills?
How about falling in love with someone? You don't need training for that. If you cannot develop interpersonal skills with your partner, don't get married!!

it's better than paying to look at fucking rocks on Mars...
they should start to track couples that live together and are monogamous, how long they are together, and whether they have children. 'just living together' seems to work for many and maybe "marriage' shouldn't be focused on as much as promoting 'good relationships'...

This is pretty stupid...i can't agree with the detractors more...
I've always said i don't want a blanket decision either way from the Federal Government on marriage, gay or not...it should be left up to the individual states..

Damn, they're really pushing to bring back this fictional ideal of the happy family.
i haven't been able to buy food in almost 2 weeks and am going to be living in a cardboard box soon, but hell, if i get married at least i know that her and i will be happy together living in a cardboard box.

People, people. How can you fail to admire this thing of beauty? This might be the one most perfectly efficient pieces of political theater ever.
Leave aside your personal beliefs: (whether it is the disdain of the government defining what a good marriage is , or even if marriage is "good" in a philosophical sense, or whether you believe the government shouldn't be doing this kind of social engineering at all.) Just look at it as a purely partisan political equation- W gets to spend $1.5 billion of our tax money to "support marriage", as opposed to that Commie from Vermont who supports sodomy. Not only does he get the issue to define himself as the supporter of "traditional values" but he gets to hand out a truckload of cash to organizations that will conduct the training.
And who might that be? I'll bet that it just happens to be "faith-based charitable organizations", ie. mostly evangelical churches and maybe some cheddar for the Catholics in swing states, who will use it to support their infrastructures to "help the poor people."
Compassionate conservatism at its best. See Republicans want to help the poor too but they do it the smart way - they give it to intermediaries who will teach the poor to be good (ie. middle-class) while the Democrats like to give money to the poor people directly so they can go buy crack and guns.
I sincerely tip my hat to these bastards in power. They play the game beautifully.

This makes as much sense to me as going for pre-marriage counseling offered by a man who has sworn to a life of celibacy.
$1.5 billion could go towards a better and more pressing issues (the homeless, education, families living below the poverty level).
It's the 21st century. It's a lifestyle choice. Sure. I'd get married again, but I'd do it in Vegas without all the hoopla. Would Bush condone that? And I have no intention of ever having kids. I'm sure that's not in Bush's game plan.
