If I remember correctly, it's a mental state (disease) where somone, commonly a parent, intentionally makes someone (commonly a child) sick so that they can take care of them and save them.

"by proxy" means "acting as an agent of__" .
A lose explanaition would be a nail causing a flat tire. The nail, puncturing the tire acted as the agent that caused the air to come out.

It was named "Munchausen Syndrome By Proxy" in 1976, and it was named after Baron Von Munchausen, who apparently used to make up a lot of tall tales (Terry Gilliam made a movie about him...)
Before that, there was a disease called Munchausen Syndrome (Factitious Disorder in the DSM-IV), where people make themselves sick/just say they were sick so that doctors have to treat them (we've seen that in many episodes of ER). In MSBP, it's almost always a mother and she either says her child is sick or actually makes her child sick...
It's listed in the DSM-IV under "Factitious Disorder By Proxy"

Despite the fact that it was written by a student, <a href="http://serendip.brynmawr.edu/bb/neuro/neuro02/web2/jmaryasis.html">this</a> seems to be a fairly concise discussion of the disorder.
Meanwhile, I also found <a href="http://www.geocities.com/familyrightsut/msbp1.html">this</a>, which calls it "a legal excuse for abducting children from unsuspecting parents".
