In Empire and Return of The Jedi, sure. He's controlled by human hands. And sure, you see his feet occasionally, but you also saw Kermits sometimes.

I'd say he's a muppet.

Muppets are puppets designed and used by Jim Henson Productions, so no.

He was a puppet, though, at least in Empire Strikes Back.

Yoda was designed by Jim Henson, Frank Oz, Lucas and ILM. It was collabrative effort.

But I'd bet you a buffalo nickel that Henson was the expert and had the most influence. Therefore, ergo, and hensforth... I'd say Yoda is a muppet.

So is Jabba.

So were the live-action Teenage Mutant Ninja Turtles.

If Jim Henson's filthy-zombie-hippie hands had anything to do with some kind of costume/puppet, it was officially Muppet.
