Does anyone know what other Presidents (if any) have done this in modern times - like in the last 30 years. Clinton? Reagan? Bush 1? Carter?

I believe Clinton did do that. Beyond him, I have no idea.

Actually, it's a common practice. I guess it helps to do research first. (http://www.senate.gov/reference/resources/pdf/RS21308.pdf)
I think Bush and Clinton's were controversial because they appointed judges whom the Senate had blocked.

Yeah, and its only a controversy by those that dont like him who try and say that he is doing something wrong that was done by other guys. No one makes a stink because the media is the darling of those guys
