Depends, I guess. If you're doing it on a computer, you're going to need some kind of analog capture card to get the VHS footage into your computer and a DVD burner.
Personally, if I have anything on VHS that I want to transfer to DVD, I dub it to didgital video tape and use a digital capture card to get the footage in the computer. I use Pinnacle Studio 8 for editing of the footage and I burn the finished product onto DVD with a DVD burner.

Generally, if you don't have the right equiptment, you're not going to get a good product when transfering analog to digital. If you have a large budget, you'll need to spend some money if you want quality.
