The UN isn't a "them" it's an "us." All actional decisions are made by the member states of the Security Council, meaning the US, the other 4 permanent members and 10 rotating members.

The UN isn't in Iraq because the Bush administration hasn't offered them a role that the other members of the SC feel is worth the security risk, (remember the bombing that killed the previous UN mission head, Sergio DeMello?) The interrim constitution just approved by the Governing Council stated: "This government shall be constituted in accordance with a process of extensive deliberations and consultations with cross-sections of the Iraqi people conducted by the Governing Council and the Coalition Provisional Authority and possibly in consultation with the United Nations." The short answer is the Bush administration doesn't want the UN there.

Because its in their best interests not to help us...

The best thing for the UN is for us to leave so they can get back to running more corrupt Oil For Food programs....

The real question is: with the whole "Oil for Food" program exposed for the scam that it was, do the Iraqis even want the U.N. there?

At that time, the whole world was with him, save Israel and Iran. Now we all know in hindsight that it was the wrong decision, and we have turned against him. France and the UN, on the other hand, will be forever tainted by not only supporting a Ba'athist Iraq in the 80's, but continuing to legitimize Saddam through the present-day.

Supplying Saddam with weapons in the 80s doesn't bother me the least bit. What bothers me is that 20 years later our government pretends that it actually cares about the Iraqi people, and that the transactions never happened.
