It seems that there is an unidentified radio signal being detected. The signal is said to be quite strong and constant. The signal is being detected at 1420 Mhz, and under sound manipulation, there may be some sort of pattern or somesuch.

Is it advisable to spread out all the conveniences of culture before people to whom a few steps up a stair to a library is a sufficient deterrent from reading?

Ive looked on news sites and havent seen this, Im sure if it was real, it would be all over the news. What SETI (search for extraterrestrial intelligence) have been doing for a long time now is training their recievers to space, looking for a signal that would indicate that another civilization is out there broadcasting by radio as we are. Theyd be trumpeting as discovery like this from the rooftops if this happened.

Ok, it goes like this:
SETI grabs radio signals emitted by stars and planets; Jupiter, for example, emits radio waves, doesnt mean theres a Ron and Fez on Jupiter, just conditions such that they are generated. Sounds like static to the ear.
1420 MHz is what we *think* might be a Universal Communications frequency for lifeforms that wish to braodcast for two reasons:
It's one of the common frequencies of Hydrogen. We figured anything with intelligence would notice that at 1420MHz, it's very 'quiet' in the sky; and that the frequency is related to Hydrogen, the simplest, most common element, so *maybe* another intelligent species would notice this 'Window' and use it to transmit; as we have done in the past.
PROBLEM: Is the signal intelligent? We've had Many candidates like this before, and what usually happens id that the signal changes, or we find it was really random after all, even though it may have *looked* to the computers crunching the data that the signals were non-random, and not a known radio source.
[Edit: The third thing that happens, which seems a bit sppoky, is the signal just... stops. disappears. gone.]
More if ya want, but for now; did you know The SETI program uses people with home computers to crunch the data? You can download the SETI@Home screensaver; and when it kicks in, it literally takes a packet of radio info, usually from the giant Aricebo dish [in Contact; thats real] and crunches through your system, and then uploads the results. VERY Cool stuff.
