Dan, your question is excellent, and one which I'm asked quite often.
At any time before or during a relationship the man or woman can tell the other that they are not interested. When a woman tells a guy (or visa versa) that she's not interested, LEAVE HER ALONE.
Not only is this a matter of simple respect for a fellow human being, but also, badgering a woman who does not want to be pursued will not get you the girl. It can however bring about feelings of emotional despair, diminished self worth and in some cases, legal trouble.
Some guys have a difficult time dealing with rejection from women. They sometimes go to extraordinary lengths to try to get the woman interested in them, including harassing and stalking. Some even resort to telling the object of their affection that they will kill themselves if they don't go out with them!
Guys, attempting to evoke feelings of guilt and sympathy in this fashion does not endear you to a woman. Stalking and harassing are not only illegal but they are guaranteed to ruin any chance you may ever have had. And, girls, you are responsible to yourself above all, and needless to say, a relationship with a guy like this is not in your best interests. You deserve more.
Dan, your feelings of protection for your friend are admirable and I certainly understand your desire to do "something". However, "beating him up" is not the answer as you will be the one prosecuted for this act. The best thing you can do is to provide your friend with emotional support and a person with whom to talk.
If she continues to be harassed, a stop at the local precinct is in order. Usually the cops aren't hesitant to go have a chat with a guy who is harassing a woman. If it continues, an order of protection may be obtained. If he violates the order he can be summarily arrested.
