Ron & Fez's riff on this was great but the video makes it even better. W's little head nod and body language indicate that he felt he had answered the question satisfactorily after repeating sovereign and entity three times. The laughter from the crowd and the silence from the questioner made him uncomfortable enough that he had to repeat them once more, just to drive the point home to those dullards who didn't understand him the first time. :|
