I think that's b/c rappers who are Spanish or Puerto Rican lived in the same communities as alot of blk people in this country so therefore they don't get in any hot water. Most black people kind of consider Spanish people sort of black anyway. Spanish and Puerto Ricans played a major role in the birth of hip hop like in the South Bronx during the late 70's and 80's
