Unless you actually made a real backup of your system I doubt you will get those bookmarks back.
Windows System Restore mostly keeps track of system settings crucial to your computer running, it is not a backup of your entire system.
So, uh, hate to say it but you may be SOL.

If none of the restores are bringing them back, I think the only thing you can do at this point unfortunately is to rebuild them. I've been there before myself and I know it sucks.
What you should do, for the future is back up your bookmarks once in a while. Use the Export features in IE or Opera and save them to disk. Or even better, email them to a Yahoo or Gmail account and keep them there forever.

Pray to god that you'll boot up your computer and they'll appear. It works, I swear!
