I think he would care. This guy hates the west, not the world in general.

He has no nukes. In order to have nukes, he would need to get nuclear waste and I don't believe he has any. For the most part, the nations who have nuclear waste are responsible or keep to themselves. He would need a nation that would sell them nuclear waste.

I remember hearing he was trying to get nukes, but he was unsuccessful.
