A question about filibusters

When can and cant the Senate Filibuster? I know this topic usually comes up when the President wants to nominate a federal judge. Last week the ANWR drilling in Alaska was passed by I believe a 51-49 vote but the opponents of this bill were not able to filibuster. Correct me if I am wrong but if there is a filibuster then instead of Just a majority vote, there needs to be at least 60 votes?

A filibuster is unlimited debate, and there needs to be at least 60 votes to end that. Once the debate is ended they can vote on the bill.

I think they can do that on anything, although the Republican leadership has been discussing abolishing that rule only for judicial appointments. They can change the rules whenever they want.

As for the ANWR thing, they either couldn't find 41 members to maintain the filibuster or Democrats didn't find that issue important enough to use it on. Sometimes members, while they would not vote on a particular bill, also aren't willing to maintain a filibuster.
