I think you can use Odeo (http://www.odeo.com/tour/podcast) to generate the RSS feed...

Or, if your host supports PHP, you can install a script from HotScripts (http://www.hotscripts.com/PHP/Scripts_and_Programs/Multimedia/index.html)

Or, if you want to do it manually, you can read the specs for an RSS feed (http://blogs.law.harvard.edu/tech/rss) and write out a feed of your own (a pocast is just an RSS feed w/ the enclosure element)
