Minister Ismael Haniyeh if Hamas militants did not release a captured

Mahmoud Abbas in a letter as Israel debated a deal offered by Hamas to
free Corporal Gilad Shalit.

<p>Hamas's Gaza-based political leaders, including Mr Haniyeh, had already gone into hiding. </p>
