The resolution does not carry the weight of law but sends an important symbolic message, supporters said.</p><p>&quot;This session will be remembered for a lot of things, but 20 years hence I suspect one of those things will be the fact that we came together and passed this resolution,&quot; said Delegate A. It does seam to be a useless proclamation, but it's somehow worse that this comes up every so often in Congress, and they still refuse to do it.

The current Congress has nothing to do with what happened back then, but it would be saying, &quot;we as a nation, are ashamed of the way our nation acted back then&quot;.
