new mexico governor bill richardson vetoed a bill (http://nmmissingangels.blogspot.com/) to allow mothers of stillborn babies to receive a birth certificate. this bill was passed 33-3 in their senate and 59-0 in their house. similar laws have recently been enacted in 29 other states. this issue is very important to my wife and me. bill richardson is a douche.

It looks to me that the reason he vetoed it is because it requires 2 documents to be created for a single event. It seems he wants it to be only one document... There is a chance he would not veto it with some modifications. Don't give up the fight yet.

as far as i know, you currently do not get ANY document. you don't even get a death certificate.

actually, that's what this bill calls for. it's a "Certificate of Birth Resulting in Stillbirth" which basically is a mash-up of the other two forms. :)

I didn't see an explanation from Richardson or from his office as to why he would veto this. Is his objection based on bureaucratic reasons? On his Catholic faith?

The fiscal report shows the issue... it seems that this is that paragraph that is causing the problem
WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL
Reports of spontaneous fetal death in a fetus with a weight of five hundred grams or more will
continue to be reported to the state register within ten days, per the Vital Statistic Act. Parents
will continue to not be charged a fee for a “report of fetal death”.

cool, i read his veto letter, thanks for posting that link. hopefully, it's just for that technicality and will be corrected. either way, they have WAY more than enough to override the veto if they choose.

He'd be smart to make it just that... anything else would look bad on a presidential bid...

He can veto anything he wants. But can't they override his veto? With numbers like that, it shouldn't be hard.

This whole thing confuses me a little. Why have a birth certificate for a still born? Is it so people can get claims, benifits or is it so they can give the stillborn a name and a burial? When did this become an issue? I have never heard of this before so its all pretty new to me.

I'm guessing that having a birth certificate acknowledges that a baby was born, even though it didn't live. It's validation of the child.

I gotta admit that reading the story and Richardson's letter with a revised draft of the bill I'm impressed. Richardson obviously knows how to govern and wanted the bill to be done the right way for the people and the administrators.
That is good government.

My knee-jerk reaction is to boo Governor Richardson because I am pro-life. But Richardson is a pretty decent man and I gotta think there is a reason for his veto of the bill that overwhemingly passed his state legislature. I don't know. My wife and I lost 2 kids with spontaneous abortions, very early in her first trimester. We weren't all that thrilled and were not in the mood to go through any bueracracy to get a birth certificate. We just wanted to move on.

If this gets overturned in the state legislature, they say "certificate of stillbirth" on the document, so there is no worry of stealing these documents for identity theft, correct?
It also says a state medical investigator is to find out the cause of the stillborn death, and issue the certificate accordingly. Is that what the Governor is against? For instance, if a woman is pregnant and an acoholic, and the baby in her dies from fetal alcohol poisoning, does the medical investigator get to call the authorities then and have the mother arrested for manslaughter?

I dont think so for a few reasons. One its not by law considered manslaughter because the baby wasnt born. 2nd, its not illegal to drink or smoke while your pregnant. You sholdnt do these things but its not illegal. 3rd even women who do illegal drugs and their children are born addicted to these drugs at birth dont go to jail. They may have the kids taken away but they dont get arrested for doing drugs while being pregnant, or do they?
I do think the stillbirth certificate is the way to go for the reason you mentioned. No chance for that ID to be stolen.
