Uwe Boll shouldn't count since it was specified that 'lots of people like their work'. Nobody has ever enjoyed one of his films in a non-ironic sense.

I'd go with Mick Garris. You might not know him by name, but he does a lot of Stephen King TV movies. Somehow he was considered prolific enough to be 'A Master of Horror' but he's never done anything that made me say anything more than 'Meh'.
