question: How do I lower the file size of pics I want to use as avatars? I've tried a few and I've gotten them the right dimensions in photo shop but they're always too a few kb's over the limit. is there a certain format I should be saving them as? any help would be appreciated.

JPEG or Gif should be well under 20k at 120x120 for non animated pics. You can lower the quality of jpeg's when you export, that will bring it down. If you're exporting as a gif try lowering the amount of colors a bit. You can also reduce the quality for gif's too. If money is no object you can use fireworks as well, it's a little easier for web stuff.
