actually if you read the article it says the max cap is 10 bucks, instead of 5cents, but they are really just bumping it up to around 60cents per cigars. the thing is that they can raise it to 10 bucks.

Instead of continuing to punish smokers, why not punish people who have kids that they can't afford to take care of?
