Claims a six-year-old boy operated a "sex club" at a Melbourne primary school have reportedly been investigated by the education department.

One of the up to six Grade children involved was asked to perform a sex act by the alleged ringleader, The Age reported.

The student was also accused of exposing his genitals to his classmates.

The department's investigation found sexual conversations took place between the student and other children at the school, but officials denied a "sex club" existed.

Their investigation also found the student suggested activities of a sexual nature.

The boy in question was counselled, but cannot be charged as the law states a sexual assault by a child under the age of 10 cannot be prosecuted.

Parents Victoria executive officer Gail McHardy told The Age the case raised concerns about the ability of the current legislation to protect young children.
