Help with humming PC

I recently began to hear a humming comming from my PC. There is always a humming, i assume from the fan but now it seems louder.

On the back of the PC i see a fan at the very top and right below it ..another fan. The one on top is spinning and blowing out warm air. The one under it..is not spinning.
Its a "NMB DC brushless fan motor". Should this thing be spinning? Does it support the spinning fan or does it have its own function? Can i work my PC without it? (i am now to type this out)

Perhaps it will clear up if you teach it the lyrics.

How dirty is the fan? Get one of those cans of compressed air and blow out all the fans on the pc first thing.

every once in a while I'll take the pc's out, open them up and hit e'm with the leaf blower. alot of dust comes out of them
