L.A. pet sterilization law!?!?!

Today, LA enacted a law requiring most pets to be nuetered/spayed by the time they are 4 months old. The only exemptions are for showdogs, police dogs and guide dogs. Even dogs that are older need to be chopped up.


The purpose, apparantely, is to decrease the number of euthenized animals.


My question: Wouldnt this policy have a greater effect, across all different aspects of the social contract, if it were applied to illegal aliens instead of poor ol' rover????
