I think that it's been 13-15 years. I've read that work started in 1993 (sometimes I read 1994) but this was started soon after Use Your Illusion which they stole the title of from this guy:

Press Release from Axl Regarding Dr Pepper
We are surprised and very happy to have the support of Dr Pepper with our album "Chinese Democracy," as for us, this came totally out of the blue. If there is any involvement with this promotion by our record company or others, we are unaware of such at this time. And as some of Buckethead's performances are on our album, I'll share my Dr Pepper with him.

Won't Buckethead get his own Dr. Pepper?

If, for argument's sake, those leaked tracks are indeed the bulk of the material from the forthcoming album in finalized form, I honestly can't comprehend how anybody who fancies themself a fan could bestow approval on any of them. If that is an accurate indication of their new sound I foresee all audiences being united in alienation. Since Axl is a pompous douche he'd probably insist on giving the cold shoulder to the classics from the glory years too if he went on tour in support of the new dreck. He'd also make the fans wait hours upon hours for him to grace the stage and/or cut off the set abruptly for some dumb riot-instigating reason.

Yeah, it's really weird, musically. It doesn't quite match the long-time rumor that it's going to be an "electronica" album, but it does have that element. But it doesn't rock, either. It's like a mongoloid love child of several types of music, emphasizing the shittiest parts of each of them.
But, then again, who wouldn't have expected an album that's been "delayed" this long to be anything less than a clusterfuck?

If you listen to it without the hype its not bad, is it worth the wait? Probably not, but is it better than 90% of the shit getting airplay on the radio today? Yes.
I still wish axl would have stayed blues/rock guitar oriented rather than getting distracted by the NIN style that he got infatuated with and had to copy. I cant help but wonder what Slash and the rest of the boys could have done on these songs, somehow I think they would be infinitely better with someone laying down a few soulful licks rather than electronica licks.

Over the years Mick Jagger and Keith Richards have released solo albums. Some were very good, some mediocre, and some were horribly embarrassing. Neither one of them dared to present their efforts as The Rolling Stones, though.
I'll judge the album on the content, not the name, But Axl should be ashamed of himself for marketing this as Guns N Roses.

I have a neighbor whose teen son is into some kind of noise called Chinese Democracy. I hear him blasting it from his car, and the so called waiting for it to come out cracks me up. Is it a gay thing? I never see him hanging with any chicks? Can some one please tell me what's the story with this awful noise?

I feel much the same way listening to this record that I felt listening to Use Your Illusion: it kind of sounds like it would be a great record, but there's nothing there. It's all surface, and the songs are pretentious. Axl Rose knows how to make a song sound like a big rock anthem, but can't really pull it off.
And to echo Mojo's point above: it's a style of music that has been abandoned long ago. This style of "big rock" is dead. Music has moved on to pop, or hip-hop, and rock itself has moved in a smaller, more indie direction that's far closer to the fans and more down-to-earth than this. It's just tired.

I stopped at Best Buy to look for another disc (which of course they didn't have), and they had them every where. A display at the entrance, an entire endcap, and 3 or 4 displays throughout the store.
Yet I didn't see that many people even looking at it, although it was easy to predict who was going to pick one up.

Just adding to the conversation. Ya know, like a messageboard was designed for?
The ONLY person I know who was even interested in hearing it was my bandmate Bob, and I haven't heard his opinion of it since I gave him a copy.
I was wrong about the new Metallica CD and I really shit on it before it came out, then I changed my mind. Knowing I can be wrong judging the initial singles for a CD, I am now trying to be very careful to post an opinion and give music an honest shot.
But this CD just isn't impressing me at all. The minute I put in Death Magnetic I thought "I might have been wrong." The second I played the 1st MP3 of Chinese Democracy I wanted to shut it off but lingered through 2 more tracks.
Just one poster's opinion.

Chuck Klosterman has written a review of it for The Onion, and it's good stuff. Here's the money shot, to me anyway, and about as perfect a summation of the problem with Axl Rose as I've ever seen:
The explanation as to why Chinese Democracy took so long to complete is not simply because Axl Rose is an insecure perfectionist; it's because Axl Rose self-identifies as a serious, unnatural artist. He can't stop himself from anticipating every possible reaction and interpretation of his work. I suspect he cares less about the degree to which people like his music, and more about how it is taken, regardless of the listener's ultimate judgment.
How many times over the course of this record were we told it's done, it's done, and then a track leaks, it's ridiculed, and the album disappears again?
But how's the music?
Sometimes it seems like Axl believes every single Guns N' Roses song needs to employ every single thing that Guns N' Roses has the capacity to do—there needs to be a soft part, a hard part, a falsetto stretch, some piano plinking, some R&B bullshit, a little Judas Priest, subhuman sound effects, a few Robert Plant yowls, dolphin squeaks, wind, overt sentimentality, and a caustic modernization of the blues. When he's able to temporarily balance those qualities (which happens on the title track and on "I.R.S.," the album's two strongest rock cuts), it's sprawling and entertaining and profoundly impressive. The soaring vocals crush everything. But sometimes Chinese Democracy suffers from the same inescapable problem that paralyzed proto-epics like "Estranged" and "November Rain": It's as if Axl is desperately trying to get some unmakeable dream song from inside his skull onto the CD, and the result is an overstuffed maelstrom that makes all the punk dolts scoff. His ambition is noble, yet wildly unrealistic. It's like if Jeff Lynne tried to make Out Of The Blue sound more like Fun House, except with jazz drumming and a girl singer from Motown.
By the way, the final grade is A-.
I part company with Klosterman in thinking that this musical goulash Axl serves up is worthwhile or even that interesting. It's the sound of a guy so up his own ass, so determined to make The Best Fucking Rock Album Ever, that everything turns to shit. The songs sound huge and imposing and epic, but, sorry, Axl, you didn't write "Stairway to Heaven".

POP MUSIC
Sales of Guns N' Roses' 'Chinese Democracy' drop sharply
They fall off by 78% during the album's second week in stores.
By Randy Lewis
December 13, 2008
The downfall of Soviet Communism took 70 years, but "Chinese Democracy" appears to be in jeopardy after just two weeks. The Guns N' Roses album that was 17 years in the making climbed only as high as No. 3 when it debuted on the national sales chart. It has tumbled to No. 18 in its second week of release.
That's a disturbing sign for the most expensive to produce album ever in rock, the cost once estimated at $13 million. But the pop world just might have reached its limit in indulging frontman Axl Rose's appetite for production, which led to delay after delay, year after year.
"Fool me once, shame on you -- fool me 20 times, and I'll be done with you," says Guitar Player magazine Associate Editor Matt Blackett on the tepid public reaction to the album so far.
"Chinese Democracy" sold 261,000 copies in the U.S. in the first week following its Nov. 23 release as an exclusive at Best Buy stores -- a r
espectable figure in an age of diminished record industry expectations, but it's just half of what 18-year-old singer-songwriter Taylor Swift’s second album, "Fearless," sold two weeks earlier.
What's more, the reconstituted GNR tallied one-third of what another veteran hard rock band, AC/DC, sold out of the gate with “Black Ice” in October. That album, a Wal-Mart exclusive, notched a 784,000 first-week sales figure.
Only two albums have crossed the 2 million sales mark during 2008, Lil Wayne's "Tha Carter III," which had a 1-million-plus first week in June, and Coldplay's "Viva La Vida or Death and All His Friends," which came out a week later and posted 721,000 copies in its first week.
As of press time, GNR's management and record company did not respond to requests for comments for this article.
The GNR album was outsold by Kanye West’s “808s and Heartbreak,” which logged sales of 450,000 the same week, and Swift's album, leaving it at No. 3 for its chart debut. Second-week sales plummeted 78%, to about 57,000 copies, leaving its two-week U.S. total under 320,000 copies.
"I think it may have died in the November-December holiday rush of record releases," said Rita Wilde, program director at classic-rock radio station KLOS-FM (95.5), which has given limited airplay to the new songs.
"The biggest mistake they made was the release of the first single, 'Chinese Democracy,' " Wilde said. "It just didn't have it. When you wait so long for something, you want to make sure it has it. When we played it, people went, 'Eh.' "
A consensus on the music has been hard to come by.
Giving the album four stars on a five-star scale, Rolling Stone hailed "Chinese Democracy" as "a great, audacious, unhinged and uncompromising hard-rock record," and Times critic Ann Powers lauded it as “a cyborgian blend of pop expressiveness, traditional rock bravado and Brian Wilson-style beautiful weirdness.”
But Paste Magazine wrote, "Too bad the epitaph's already scrawled in 'Chinese Democracy's' anachronistic margins: a bottomless pit dug by disposable income, a persecution complex and egomania."
At Metacritic.com, which employs a 100-point scale, it racked up only 66 points after averaging 23 reviews.
As for fans, "We waited 14 years for this?" Times reader Stan Nicolaides posted at latimes.com. "[I'd] rather listen to the White Stripes or Black Rebel Motorcycle Club."
A reader using the name Greg D, however, wrote: "This is a masterpiece of modern music and when given the opportunity to be fully digested, will leave you stunned."
Although it's unlikely that anyone remotely interested in rock music was unaware of "Chinese Democracy" after all the publicity it has generated over the years, marketing efforts were hampered by Rose's decision not to conduct any interviews or tour in conjunction with its release. (He has, however, communicated regularly to fans through GNR’s online forum.)
Fans are still holding out for one or both possibilities in 2009.
"There are definitely some good tracks on here that could be released next year as singles for various different [radio] formats," KLOS' Wilde said. "Probably in the new year the label will rework it and hopefully there will be a tour. If Axl tours, there's hope they can salvage the record."
If Rose and those around him should have developed anything during the wait for "Chinese Democracy," it's patience, a quality some think will be necessary before rendering a verdict on the album's success in the marketplace.
"It looks like 'Better,' the second single, is getting some traction and seems to be liked by radio," said Jeff Pollack, one of the nation's leading radio consultants. "It's still very early on in the project. The record has had some good reviews, and I think it's a deep album and there are a lot of potential songs for radio to embrace."
Mike Boyle, editor of the rock and active rock charts for the industry trade Radio & Records, noted that rock programmers do seem more enthusiastic about "Better" than they were over the title track, which peaked at No. 7 on its active rock chart.
"The band had become the butt of jokes everywhere, so radio initially was cautious," Boyle said. "But they delivered the goods and, quite frankly, that band wouldn't have two songs on the chart if they weren't delivering the goods."

Now, it's definitely no Appetite for Destruction, but without comparing the old GnR to the new, this album stands up pretty well on it's own.
