I work in downtown Hartford. Downtown is ok nothing great but nothing terrible but there are parts that are awful (especially the North End). Doesn't help that the mayor is a former gang member and he and his family have been involved with all sorts of law breaking. There's a reason why most people living in the surrounding suburbs (myself included).
Still I think Bridgeport is worse.

But seriously... the problem with the tape is that you hear no audio, and I've only seen bits and pieces. Did the tape show anyone bending over to him, saying it's gonna be OK? Did they have any indication he was dead or alive? Obviously if he was paralyzed, dude wasn't moving.
