The percentage of voters who give Congress good or excellent ratings has fallen to single digits for the first time in Rasmussen Reports tracking history. This month, just 9% say Congress is doing a good or excellent job.

Exactly, it's the other guy. Historically these "Congress as a whole" polls are always below the President.

Make the question "I approve/disapprove of the job MY congressperson is doing" and the answer is quite different. Unless you are Joe Liebermann, then its still horrible.

Maybe you shouldn't be aloud to vote for your own Congress Rep, but vote for other state's Reps.
Example: New York's Congress Rep is elected by voters from everyother states except New York.
This way we can bitch about our representation without taking any responsibility.

That doesn't surprise at all, since too few people care about local elections. It's stupid how people don't realize that voting for Congress and State offices are WAY more important than Presidential elections.

Yes, the approval ratings are horrendously low.
This happens with an unpopular president.
Congress has failed to get us out of the Iraq quagmire, too, which the people want.
I'd also throw in the fact that the Democratic Party is typically fractious and doesn't have the party discipline the Republicans have, so their majorities mean less.
This time next year, the Democrats will be in a lot stronger position in Congress.
Another factor may be the fact that the GOP set a new record for fillibusters last year, preventing things from being done.

The new GI Bill is aces,in my book...

This is one of the things I disagreed with President Reagan on: Reagan had an unshakable faith in the American people. Because of results like the above, I have utter contempt for them.

There must be a name for that kind of phenomenon. The same type of mindset is present when you ask people about doctors. They back their doctor, but overall have a negative opinion of doctors.

I'm sure that type of thing is true with other professions.

Constituent services are the life blood of any politcal career. That's the first thing staffers are told when they work on the Hill. They bend over backwards for constituents. As long as the Representative and/or Senator ensures that people in the district's/state's needs are addressed, they will be re-elected. People want their Representative and/or Senator to bring home the bacon. See for example the career of Senator Robert C. Byrd.

The reason that nothing is getting donw in congress, is because the Dems have a majority, but not enough to override a veto. They can't force anything through, and neither side is willing to compromise with the other. Its effectively a big traffic jam
